A catalyst for extg. H from H2O is produced by treating a support with a Pt-group metal and activating the catalyst. A catalyst with increased activity and stability during operation in an aq. medium at pH 0-14 is produced by using granulated amine anion exchangers as the support and activated with a water-sol. compd. with a neg. electrochem. reducing potential in an aq. soln.
