In recent years, there has been lively discussion of the criteria to assess the productivity of individual scientists, scientific groups, and organizations within the scientific community. At present, one of the key strategies for evaluating the effectiveness of research is a quantitative description of publication activities. This characteristic is generated by the information and analytical system of the Russian Science Citation Index for Russian authors, organizations, and scientific periodicals. This paper analyzes a specific example of this system on bibliometric indicators of 22 institutes of the Department of Chemistry and Materials Science of the Russian Academy of Science (RAS). This paper discusses the strengths and weaknesses of the principles underpinning the ranking of scientific organizations based on these indicators.
