In the title method, based on the catalytic hydrolysis and condensation of alc. soln. of silicon precursor, the alc. soln. of silicon precursor, preferably tetramethoxysilane or tetraethoxysilane, of the preferred concn. in the range from 10 to 60 vol.%, is catalytically hydrolyzed and condensed with the aq. soln. of activating substance of hygroscopic properties, such as calcium chloride, magnesium chloride or lithium bromide, of the preferred concn. in the range from 30 to 40 wt.%, at the preferred temp. in the range from 293 to 323 K, and the produced gel is dried to <5 wt.% liq. phase.
